ICE – Internal combustion engine, the powerplant of choice for the dirty, inefficient vehicles of the 20th Century.

PHEV – Plug-in hybrid vehicle, a hybrid vehicle with a battery pack that can be charged from a wall socket.

There are several different power trains available which use electric motors. The simplest of these vehicles is the battery electric vehicle or BEV. This is a pure electric vehicle which uses only a battery pack and an electric motor to store energy and create the power necessary to make the car or truck move. BEVs have been around for a long time. In 1835, Thomas Davenport built a railway operated by a small electric motor. In the early years of the 20th Century, BEVs competed quite successfully with ICE-powered vehicles. It was not until Henry Ford started building the Model T that gasoline-powered cars that BEVs faded from public view.

In the 1960s, BEVs began to make a comeback. Interest in electric vehicles has grown steadily since then as concerns about pollution and dependence on foreign oil have permeated mainstream consciousness. Currently, BEVs are being designed and built in a wide variety of styles and layouts, from electric scooters, to low-speed electric cars such as those produced by Zenn Motor Company, to high-power freeway burners such as the two-seat Tesla Roadster or the family-friendly, five-passenger eBox by AC Propulsion.

BEVs must face a few hurdles if they are to replace ICE-only cars as our primary method of transportation. Historically, they have had limited driving range, significantly less than the range of a gasoline-powered car. Additionally, BEV has generally taken several hours to recharge the battery pack. In a world in which people have gotten used to instant gratification, this poses a real problem. The good news is that many people are working on these issues, and dramatic improvements are being made in both range and recharging time. Current EV designs have achieved ranges of more than 300 miles and charging times have been brought down to two hours or less in some models charged with high-powered "smart" chargers.

In the 1990s, Honda and Toyota introduced the American driving public to the hybrid electric vehicle or HEV. These vehicles use both an ICE and an electric motor. There are different types of HEVs which layout the engine and the motor in either a parallel or a series configuration. In a series configuration, the ICE acts only as an electrical generator. In a parallel configuration the ICE again acts as a generator, but it also drives the vehicle's wheels just as the engine would do in an ICE-only vehicle.

HEVs provide significant benefits over ICE-only cars in two distinct areas. Firstly, the electric motor allows engineers to operate the ICE more efficiently because an HEV can readily heavily on the electric motor at points in which the ICE would be operating very inefficiently. Secondly, the battery pack in an HEV can be used to recapture the energy used while braking. To accomplish this, engineers create regenerative braking systems which used the electrical resistance of a generator to slow the car down long before they mechanical brakes come into play. The energy from the generator is then stored in the battery pack for future use. In a car without regenerative braking, all this energy is wasted by creating heat and wearing down the brake pads.

HEVs also have some problems. Unlike BEVs, they require some gasoline or other liquid fuel to operate. Also, they are more complicated then either a BEV or an ICE-only vehicle because they require both types of drivetrain components under one hood. I had a friend call me recently because he bought his 2007 Nissan in for a 90k auto service (90,000 mile service). Most of these services are the largest scams I have ever been apart of (yeah sorry). As a flat rate mechanic I absolutely loved them (back in the day). My friend paid through the nose for crap, he knew it after wards, and at least reduced the BS up-sells.

Thirty thousand mile services are a glorified oil change with a tire rotation. I used to get paid 3 or 4 hours to do a 30k service (Done in 1 hr tops). Oh, you sure inspect a lot of stuff, stuff that does not need inspecting. The original 30k's, before we had 100,000 miles fluids and spark plugs, you actually had to do some work.

Here's the deal! You go in for an oil change every 3000 miles, and a oil change and tire rotation every 6000 miles or so. If you need repair work, like brakes or front end work, they will notice. They crawl all over your car looking for an up-sell, you do not have to pay them for these routine inspections, that's all these services are, routine inspections. Most shops give you free 16 point inspections for free with an oil change.

I recommend getting your oil changed and tire rotations by "certified mechanics", not jiffy this, or sooner that. Whether in a dealership or private auto repair facility they have "guys" , they give this easy work to. Do not let sub par mechanics work on your car. The labor rate does not change depending on who's working on your car, so ask for a certified mechanic (your already paying for him).

How to Appeal Parking Tickets on Vehicle Ownership Grounds

One of the most common grounds for contesting a parking ticket is the issue of who owned the contravening vehicle at the time of the infringement. Car sales and re-sales are an integral part of motoring Britain, with the rate of transactions often far outstripping that of their formal documentation with the DVLA.

Who is responsible for a parking ticket ?

Legal liability for a parking ticket in the United Kingdom rests with the Registered Keeper. This is the person registered as the owner at the DVLA, the entity responsible for recording and documenting vehicle ownership in the country.

The Registered Keeper is the person liable for formally challenging any parking ticket issued to a vehicle registered to his or her name at the DVLA.

The DVLA, Local Authorities and Responsibility for Parking Tickets

How is the ticket disputed when the car was bought or sold before the contravention but details were not changed at the DVLA.

Clearly processing the necessary change at the DVLA is the best way of preventing the receipt of a charge for a vehicle not under ones ownership at the time a parking contravention was applied against it. However not doing so does not necessarily preclude a successful challenge against the charge.

What would be required to mount a successful challenge on these grounds would be the details; name and address of the debtor owner backed up by some sort of documentary evidence such as an invoice, receipt or signed document substantiating the vehicles transfer.

The information that the document (does not have to be on official letter head) should include will be –

  • Name and address of the new or old owner as the case might be.
  • Date of the transaction – the date should be before (sold) or after (bought) the date of the contravention.
  • Signature of seller and buyer. (The document will still be valid even if the document is not signed as long as both parties are in agreement on its validity)

Scrap Dealers and Vehicle Ownership changes

Motorists' often sell or transfer their vehicles to scrap merchants with an understanding that it would be put out of use. However on certain occasions unscrupulous dealers simply revamp the car and put it back on the road under new, albeit unregistered ownership with any new tickets it incurs being charged to the unsuspecting former owner.

Again in such instances some form of proof that the vehicle was sold or transferred to scrap dealer such as a receipt or invoice should be provided with the details indicated above.

Filling in the Notice to Owner Form

That the recipient was not the owner of the vehicle in question

had ceased to be the owner before the date on which the alleged contravention took place or became its owner after that date
